Are you sure you are running wheezy? It has only been stable for a few
weeks and there haven't been that many updates to wheezy.

I suggest you look into your sources.list to make sure you are running
the Debian version you intend to use.

You can prefix commands with something like 'LANGUAGE=en' in order to
change the language temporarily:

# LANGUAGE=de apt-get update
…

This happens when some utility has already downloaded the packages into
apt's cache for you. Maybe the daily cron job in /etc/cron.daily/apt did
it for you. Look at the comments at the top of the script, there are
quite interesting options to set.

Apticron and cron-apt can do similar things.

Yes, this is normal and there is no easy way to achieve what you want.

What you can do is unsubscribe and, when writing to the list, asking to
be Cc'ed. The list does not require being subscribed in order to post.
