Problem:
When SipXecs bridge is enabled and a scenario which uses a REFER is
implemented e.g. a transfer, no ring back is heard.
I understand this is a known issue with sipXbridge, and it is
recommended that MOH is used as a substitute to ring back, but this is
not a solution we are able to use due to expectations.
Question:
sipXbridge currently anchors all media when enabled, in sipXecs 4.2 - I
see that you have implemented a media release mode to solve the media
anchoring problem. Will this media release mode also fix the no ring
back issues if sipXbridge is configured in media release mode?

There is no issue. It is not a bug. It is how sipxbridge works. There
are no plans to make it work any differently.
ITSPs do not in general support REFER. If they did, and if sipxbridge
were designed to forward the REFER to the ITSP (which it does not do)
then you would hear ringback.
You must enable MOH to hide the silence.

Yes we have considered this option but it can affect other used cases
such as calls on hold and conference

Perhaps what you are looking for is a special "ringback on blind
transfer" URL that is not played on any other call flow except when
the phone is ringing on transfer.
I believe this would be feasible to implement.

A sort of pseudo-ringback. It does sound like the only way to give
users the experience they expect, even if it only gets the audio stream
to indicate the situation, and not the signaling.
