First off all, you need to understand how the documentation works.
Please, take a look at those pages before getting your hands dirty:

After reading those, you can start using the online editor to submit
your translations:  https://edit.php.net/

The official mailing list of the brazilian portuguese documentation team is
phpdoc-pt-br*******. You should get in touch with us if you need
anything. Also, we're currently re-organizing the translation and you might
hear some news pretty soon.
